Cytopia is a free, open source city builder with a striking isometric pixel-art look, developed by a volunteer community under the CytopiaTeam banner. Launched in 2018 and built from scratch in C++ on a custom SDL2 rendering engine, it wears its SimCity 2000 inspiration openly. The hand-crafted pixel art is genuinely impressive for a community project, covering hundreds of residential, commercial, and industrial buildings alongside roads, decorations, parks, utilities, and landmarks across multiple road types and biomes.
It’s worth being upfront about where Cytopia stands: the project is currently on hold, with the last development update in mid-2022. The game is playable as a city layout and building sandbox, with terrain shaping, zoning, road networks, and a large library of structures to place. The deeper simulation loop, including working power grids, water systems, and zone demand, is still listed as planned rather than implemented. What’s there is polished-looking and moddable; what isn’t there yet is the full city-builder loop that would put it alongside the rest of the picks on our best free city building simulation games list. If that sandbox is enough to keep you occupied, Cytopia is worth downloading.
Is Cytopia Free?
Yes, Cytopia is completely free and open source. The code is licensed under the GPLv3 and the game assets under CC BY-SA 4.0. There is no cost to download or play, no ads, and no monetisation of any kind. The development team accepted voluntary Patreon support during active development, but that is not required to access the game. Cytopia has no paid edition and no premium content.
Gameplay & Features
In its current state Cytopia works as a freeform city layout tool. You terraform the map, zone land for residential, commercial, and industrial use, lay road networks, and populate your city with an extensive library of buildings and decorations. Zones do generate buildings automatically, but the simulation systems that would make those buildings respond to supply, demand, power, and water are not yet active. Think of it as a very detailed city diorama builder that’s waiting for its economic engine.
- Large building library. Hundreds of pixel-art structures spanning residential, commercial, industrial, civic, religious, and decorative categories, with multiple road types including standard, European-style, bordered, and tram rails. The asset quality is a genuine highlight.
- Terrain manipulation. Raise, lower, and sculpt the landscape before and during building. Procedural terrain generation gives each new map a different starting shape to work with.
- Modding focus. The UI and building data are driven by editable JSON files, making Cytopia one of the most mod-friendly open source city builders available. A Qt-based tile editor ships alongside the game for creating and importing custom buildings.
- Original soundtrack. A full original score by MB22 and sqwdmusic, with ambient sounds and effects, gives the game a surprisingly complete audiovisual feel for a pre-simulation-stage project.
- Cross-platform. Windows, macOS, and Linux builds are all available. A browser (Emscripten) port exists but is not consistently maintained. Android builds have been attempted but are currently broken.
Players who want a complete free city simulation right now should start with LinCity-NG for economic depth or TheoTown for the most polished SimCity-like experience. If the retro pixel-art aesthetic is the draw but you want the original simulation underneath it, Micropolis is the place to go. Cytopia is for players who enjoy watching a community project take shape, or who want a moddable building sandbox while the simulation layer catches up.
PC System Requirements
Cytopia has no formally published system requirements. The game runs well on modest hardware given its SDL2 foundation and 2D pixel-art rendering. Windows, macOS, and Linux are all supported.

FAQ
Is Cytopia still being developed? The project is currently on hold. The last public development update was in July 2022. The GitHub repository has seen some activity since then from community contributors, but no new stable release has shipped. A community fork called Citopia is rebuilding the project on Godot 4, though it is also in early stages.
Does Cytopia have a working simulation? Partial. Zoning, road placement, terrain manipulation, and building placement all work. The power grid, water, and demand simulation systems are listed as planned features and are not yet active in the current release. The game functions as a city layout sandbox rather than a full simulation at this stage.
Can I add custom buildings? Yes. Building data is stored in editable JSON files, and a tile editor is included in the download for creating new tile assets. The community has contributed a large library of additional buildings that ship with the base game.
What is Citopia? Citopia is a separate community-led fork that aims to continue where Cytopia left off, rebuilt on the Godot 4 engine under the GPL. It is in early development (v0.5 as of late 2026) and is distinct from the original CytopiaTeam project.
